The Contractor Banob Plus Uganda Limited was awarded a contract to take over the construction works for phase one of the project that will build a block up to the beam level, but while at the launch, the contractor presented two BoQs at Sh140M and the second at Sh152M which raised suspicion of embezzlement.
Banob Plus Uganda Limited is owned by the Kagadi district NRM administrative secretary Obed Ambikiize.

The Kagadi district Deputy Chief Administrative Officer Robert Mugabe commended the RDC’s decision of suspending the launch, threatening to interdict some staff in the engineering department over corruption tendencies.
