Two prison inmates showcased exceptional performance in the 2023 Primary Leaving Examination, as disclosed by UNEB Executive Director Dan Odongo.
Odongo reported a total of 69 candidates registered, a slight increase from the 68 in 2022 at Uganda Government Upper Prison School, Luzira.
Of the 69 candidates, 60 took the exam, with 2 securing Division 1, 32 achieving Division 2, 15 attaining Division 3, 5 reaching Division 4, and 6 receiving ungraded results. Notably, 9 candidates did not sit for the examination.
Nationwide, 749,254 candidates from 15,859 centers registered for PLE in 2023, a decrease from 832,654 in 2022. Among them, 501,602 (66.9%) were Universal Primary Education (UPE) beneficiaries, and 247,652 (33.1%) were non-UPE candidates.

Expressing concern, Odongo highlighted that the number of candidates in Division U (Ungraded) was alarmingly high at 88,269 (10.4%). Districts like Kibuku, Madi Okollo, Dokolo, Kween, and Namisindwa exceeded the national average, with over 20% of candidates in Division U.
Addressing examination malpractice, Odongo stated that results would be withheld for candidates involved pending investigations.
“If a prima facie case is established, a fair hearing will be conducted by the Board’s tribunal before final decisions. The list of districts and schools with canceled results will be published after the tribunal’s conclusion”. Odongo.
The Minister of Education and Sports, Janet Museveni, officially released the results at State House Nakasero.
