The principal of the Franklyn Institute, Penny Ninsiima, explained that the institution was established by professional public managers to cultivate leadership skills and competencies in young public servants. The goal is to provide a platform for the growth and development of capacity within the public sector.

Dison Okumu, CEO of the Institute of Corporate Governance of Uganda, advised public servants to incorporate principles of good governance, including accountability and fairness, to enhance the professional execution of their duties.
